i'm looking for a solution to creditors... whether i should "renegotiate" my accounts directly w/them or go back thru CCC credit counseling. (which i've had really bad experiences with) i.e.taking twice as much as agreed upon from my bank account!!! interest rates didn't "go away" or drop & late charges still accrue & I was told they would stop. also the lower payments are still terrible & have me considering bankruptcy!! what should i do?

It depends on the amount of debt, but I can tell you now that you won't renegotiate much of anything on your own. When a credit card company gets tens of thousends of dollars each month on time from credit counseling companies it gives the credit counseling company a lot more credibility than the debtor who is behind on payments.

If you don't want to make the payments based on the rates they give you and you don't want credit counseling, there is really no other choice besides bankruptcy.
