Creit Report/debt Collections

What is the name of your state? IL

I went to look up on my creit report the account in question with the debt collection agency.

The credit report states on one line it was closed in 4/1996 and then reopened in 2/1999.

So is it a closed account or open account? I am confused about what that really means on the report.And it says"charged off as bad debt".

And the second question about statue of limitations on debt collection is differetn from everyone. Some say its starts from the date of signature on account and some say it is the time of last activity?
