Fake cashier checks and money orders

I have been reading alot about this scam and the people who fall for it. My question is since this is a on going scam and most banks and credit unions should be aware of it by now,, why isnt more being done to keep this from happening.

**A: simply because there are more scammers than there are banks.

And because banks are not liable for the checks. The people cashing them are. Not much of an incentive to change.
