Fighting unauthorized charges with Citibank

My ISP verbally told me I would get the first month free. It wasn't part of their normal offering, but I asked for it and he made an exception. (He later charged me for the first month anyway.) When he installed my connection, I gave him a scratch piece of paper w/ my credit card info, so he could charge it. No amount was discussed at this time, and I never got a credit slip (nor did I write an amount on the paper w/ my number). When I discovered the overcharge, I contacted the ISP and they said they would fix it. They never did. I asked multiple times.

Finally I disputed the charge on the basis that the charge is unauthorized. Citibank told me I must send a copy of the credit slip (which I don't have). Citibank closed the dispute in the ISPs favor because I could not prove that the charge was unauthorized.

It turns out the solution was to report the incident to the comptroller of currency. Citibank turned things around right quick once the CoC got involved.
