FL Privacy on employment Records re: identity theft

In Florida, what rights does an ex-employee have with regard to personnel records being kept safe from prying eyes. I know from reading statutes that medical personnel files must be kept under key, but what about general info in a personnel file? Such as copy of SS card, copy of D.L., d.o.b., application,resume, and direct deposit with checking acct # on it?

Please tell me a statute and/or case law that says personnel records must be kept reasonably confidential or at least safe. Also does safe mean an unlocked file cabinet (no key)unlocked at all times.
