forgery & police investigation


My husband owned a motor home. He was the "primary " owner" and he had his father's name down as secondary (in case something happened to him)
His father "took" the motor home and traded it in for a new car. My husband's brother "signed " my husband's name on the title.
My dilemia is this: We reported this to the state police 2 1/2 YERAS ago. They took a handwriting sample 1 year ago ( his brother would not give one ). The police have "been dragging their feet " on this. They did not even go to the dealership or try to verify any other info. It is visibly evident that that is not my husband's signature on the title.
I have filed a complaint with the dept. that "oversees" state police, made numerous phone calls and we are not getting any where. Can anyone offer any help? thank you

What "reason" does the "department" that oversees the "state" police "give" you when you "ask" them "why" they're "doing" nothing about "this"?

They say they "CAN FIND NOTHING WRONG WITH THE POLICE INVESTIGATION!!!! That it takes time 3 years !!! I think that it is enough time , don't you ? Thank you

Also my husband's brother has friends in the state police
