NY - Is surviving spouse liable for deceased spouse's credit card debt

What is the name of your state? New York

Is a surviving spouse in the state of New York responsible for any credit card debt when they are not a signatory or authorized user on the card? Additionally are they responsible if the debt was turned over to a collection agency prior to the death of the spouse? The collector tells me that the surviving spouse is responsible. What can/should I do to respond to the collection agency.
