Does anyone know how the lein holder goes about getting a new title on a repossessed vehicle in the state of MO?

Who currently is in possession of the title? The legal owner of the vehicle should have it in his/her possession.

Title

I am in possession of the title, i have been doing a non interest installment with these people with contract stating that they would be given title upon completeing 14 consecuative payments of 250 dollars per mo.
