Overlimit fee on CC

What is the name of your state? COLORADO
Is it legal for a credit card company to change your limit after the fact and then charge you an overlimit fee?

Read the leaflet they often enclose with your billings Titled "Card Holder Agreement and Policy changes". The information should be there for you to find the answer.
