| A cardholder signs an agreement when accepting the card which makes the cardholder solely liable for any debt incurred on that credit card. A cardholder can let anyone he/she wants use their card. However the liability always falls in the lap of the cardholder. Any known circumstances concerning use of the card by anyone except the primary cardholder would be dealt with outside the realm of the cardholder agreement.
In other words if I lend you my card and you don't pay, I have to pay. If you use it and then die, I have to pay. If you max the card out and move to China, I have to pay!!! This is all based upon the fact that I gave you permission to use the card.
If I reneg on the payments, my credit gets hurt. If I try to say that I don't know who used my card, they can investigate. If I am caught in that lie I am liable for fraud.
