Reasons for a bank to freeze an account

Can a bank freeze your account for attempting to make an international transfer to a closed account?

I've been told that a foreigner's attempt to send money to a closed account in the US resulted in their own personal account being frozen. It will stay frozen until they pay the bank a rather large fine. Does this sound plausible?
