Statute of limitations on medical bills

i live in missouri. a doctor's office is telling me that they want me to pay an outstanding bill from 1993 before my husband can have surgery. they told me they had turned it over to a collection agency, then they told me they wrote it off as a bad debt. now, 8 years later, they still want me to pay this bill. can they do this??
