Yes.. they can, unless you sent a Cease and Desist letter to them telling them not to contact you by phone at work or home.
Yes, they can harrass you. The 7 years you speak of is ONLY for reporting on your credit report, that doesn't mean you don't still owe the money and they can't try to collect.
However, if the Statute of Limitations has run out (when was the last time a payment was made ??), then they can no longer legally sue you to collect. If you know the SOL has expired, you can send the collection agency a Cease and Desist, and tell them never to contact you about the debt again as it is time-barred. SOL for credit cards in IL is FIVE Years.
