| No, you are not ! The statute of limitations has run out on this debt in either state (6 in IL, 5 in WI). Besides that, there is a time limit on the collection of deficiencies from a repo, which is much shorter. So, either way, you don't have to pay this.
Send the collection agency a Cease and Desist letter, Certified, RRR and you tell them never to contact you again about the debt as it is time-barred. Keep copies of everything.
Here's a link to a good expired SOL letter you can use. The statutes for the state(s) are on the same site. I'd cite the statutes for both states, even though WI is the one that would take precedence.
