Survivinging Spouse Credit Card debt

What is the name of your state (only U.S. law)? North Carolina.
We're trying to help my girlfriends mother cope financially after her husband's death. Hence the following and probably oft asked question:

In North Carolina is a suriving spouse responsible for credit card debt of deceased spouse?

The two credit card accounts were in the name of the deceased only. Account balances are approximately $1100.00 and $1600.00. The surviving spouse has only social security income (~$1100.00 per month). Her only asset is a car titled in her's and the deceased name (~ value $3000.00). She does own a trailer home in which she owes more on the mortgage than the value of the home.

Thanks for your help!

The estate is responsible for the debts. No estate then, nobody gets paid.
She needs to inform the cc's of the death and that there is no estate. They'll likely ask for a copy of the death certficate. For that small amount of money, that should close the file.
