Give me rough idea on how to start investment bank.

Hello,

What are start points of making investment bank?
Are there initial capital and employee requirements, if yes, then what are they?

If you dont know please give me directions where i could find answers.

Try the US treasury. They charter banks and have division for thrifts, banks, and and all types of financial institutions.
