Loan to Company gone bad


What is the name of your state (only U.S. law)? I reside in NY but company from TX and GA

There is a company that I loaned 15k to in April 2008 as a sort term company investment with 3% return within 90 days. The agreement was through the companies CEO who had me wire funds to their company bank account in GA. Everything was fine until the 90th day came I did not hear from them as to how they were going to forward the funds back to me. I then contacted him and he gave me many excuses as to why it didn't happen when it was supposed to. It is now the 210th day and the loan still has not been returned to me as of yet. I need advice as to what my rights are and how to seek action as to how I will get my funds back. Since the initial loan took place the CEO has changed his phone number, the company's phone numbers has changed and their location has changed as well. Please help I need advise as to how I shall proceed. Also what type of Law does this fall under so I may follow through and seek the best attorney possible.
