Processing time to close 401k Rollover

Hi, I changed my jobs few months back and submitted paper to send a check for my 401k balance. Not to mention the name, I think the institution is processing it as slow as possible in this electronic era. They got the paper on Aug 23rd and they claim that they mailed the check on Sep 6th. It took 9 business days to process a simple account of about 4k. I wonder what is the legal requirement on processing time to mail a check like this. Other than to submit the close paper by postal mail.

I can assure you that 9 days is not only well within any legal limits but a lot faster than a lot of companies would have managed it.
