What is the name of your state (only U.S. law)? Oregon

Hello!

My partner is a freelance design contractor. I'm stepping in to handle the billing aspect. Currently he signs contracts & issues invoices that do not stipulate late fees/charges, which we would like to change. What is an appropriate percentage rate for calculating such a fee/charge, and is this commonly a daily or a monthly charge?

Thank you kindly.
