What is the name of your state?What is the name of your state? PA . The ONLINE Customer Service Agreement clearly states, "When you have entered and transmitted a payment instruction through our BillPay Services you authorize us, or our agent, to reduce the balance in your Eligible personal or non-personal checking account accordingly." DOES THIS AUTHORIZE A BANK TO IMMEDIATELY WITHDRAW THE FUNDS EVEN PRIOR TO THE PAYEE'S PRESENTATION OF THE CHECK FOR COLLECTION? I have experienced some checks that payees have returned to me not cashed or deposited, but my bank had deducted them anyway.
