DOES THIS AUTHORIZE A BANK TO IMMEDIATELY WITHDRAW THE FUNDS EVEN PRIOR TO THE PAYEE'S PRESENTATION OF THE CHECK FOR COLLECTION? I have experienced some checks that payees have returned to me not cashed or deposited, but my bank had deducted them anyway.
