What is the name of your state? North Dakota

My husband and I are planning to build a new house. We are required to use a certain electric cooperative. The coop signed a contract with another customer who received a new line. In that contract there is a clause stating that if another customer ties into that line, the coop will reimburse the first customer for part of the cost to install. When the coop gave me a quote, they included a sum for "contract obligation - 25% of " first customer contribution. My question is: Am I obligated to pay this amount, since I did not sign any contract?

Why the hell would you actually CHOOSE to live in North Dakota? Just wait for Winter - - then you'll be glad you never moved there.
