What is the name of your state (only U.S. law)? WA

I am starting a business that will have a customer-company relationship similar to eBay's. So I think that if I understand eBay's legal position, I'll know what direction to head in my business.

When somebody buys something via eBay, are they entering into a contract with eBay? or with the seller? A lot of times, eBay offers conflict resolution--besides being good business practice, are they legally required to do that? What is eBay's legal liabilities to their users?
