What is the name of your state (only U.S. law)? Michigan

My Father signed a permit with the state of Michigan to remove a commercial driveway (another unrelated issue) along a state highway. From what I can tell, he is now legally obligated to remove the driveway. However, the only item that may save him is that he is not the sole owner of the property. He owns the commercial property as joint tenants with his sister, who did not sign the contract, and doesn't even know that my father signed it.

Do both owners have to sign in order for the permit to be valid?
