QUESTION: IF BOTH PARTIES AGREE TO TERMS OF AGREEMENT AND GET NOTARIZED,IS IT LEGALLY BINDING FOR BOTH PARTIES WITH OUT USING AN ATTORNEY.

if both parties sign and have a document notarized then they are agreeing to its terms. Whether this is binding and enforceable entirely depends on what the document says and whether the laws of Texas conflict with any of its provisions.

And, just to be thorough - the notarization has not bearing on the validity of the document.
