What does this sentence mean: 'The agreement must provide for enforcement through litigation in a Chinese court or through CIETAC arbitration'.

I'm Dutch but don't really get the point; does it mean that the agreement must be checked and reviewed by the Chinese court or CIETAC or does it mean in case of a breach the case will be accomplished by the Chinese court or CIETAC?
