can agent & loan officer be same

What is the name of your state? CA
agent (salesperson) is loan ofcr. but signed broker's name and told us "they" don't like you to handle both duties. Is loan ofcr being sneeky?

When signing contract, agent processed documents for pre-approve and is also acting as agent to search for property. As agent advised me to increase offer only because seller's agent said, rec'd 4 offers incl. mine, all pretty similar, but this put me over my pre-approved amount.
