Disclosure issue on wet basement


What is the name of your state? virginia
moved into house on 27 august. last week, noticed red and black mold in crack in basement wall. carpet edge soaked along two walls, bubble of water in vinyl tile in bathroom.
asked neighbor if residents had wet basement problems. neighbor said a few months ago neighbor cllaed her after county was working on outdoor pipe to report water in her basement. told neighbor she made county come and clean it up.
sellers disclosed no problem to me (signed sheet saying no defects)
my inspector recalled that a chair or table was covering the part of the rug most damaged by the water. i have had to pull rugs and vinyl tile back to dry and am trying to get estimates on drainage , hoping that will solve the problem. is seller liable for not disclosing?
i have contacted my real estate agent. do i need a lawyer now?

does it seem like the seller is liable?
thanks for your reply! very distressing to spend this much on a house and have this problem as soon as i move in.

Please post word for word exactly was was writen about this issue in the seller disclosure statement.
