It's hard to know what is meant by 'a lot of water'. A drainage problem can be old or new, depending on what else is going on in your neighborhood. Type of soil, location (rural or urban), where does storm water runoff go to, do the drains need to be cleaned out (local gov't responsibility) whether or not your home is built on a slab or crawl space can all impact the problem you define.
And, we don't know how long the Seller owned the property and can reasonably argue that s/he was unaware.
