Escrow notification

What is the name of your state? CA
After a counter offer is made by the seller, should the seller's agent notify the seller of acceptance from the buyer prior to the start of escrow? legally or morally?

**A: what agent; for Seller or Buyer? And was the counter offer accepted by the Buyer?
