Fencing the Common Driveway

What is the name of your state? pennsylvania

Hello,

I m buying a house and it has a common driveway I have seen the house 3 times and everytime I have noticed that the neighbours car is parked in the common driveway. What are the legal things I should be aware of about common driveway. Also I was wondering if I can built a fence on the common drive thus to seperate the property and built another garage for myself.
