Issue with a Builder..

What is the name of your state? nevada

My father put a down payment to reserve a lot in the Henderson area of Nevada and was told the house should be complete within 8 months. WE tried numerous attempts to contact the builder and sales people both by phone and in person and kept getting responses like. "We should me mailing you information on your lot any day". Now it has been about two years they have held his money and there is no repsonse from Rhodes Homes at all. Also the price increased from the former value of 299k to over 400k plus could be much more. What can be done in his situation? I know he only put 2k down to hold a lot but thats not the point.
