Maintenance of house under agreement

I signed a contract to purchase a home in October 1999. I have not closed on the property due to Title V (septic) complications. For the 16 months that have passed, the outside landscaping has not been maintained. What legal obligation does the owner have to clean up the mess? A professional will need to be hired at this point. The realtor that represents the owner states that they are only required to maintain the dwelling. Thank you very much.

The owners Realtor is full of crap. Read the sales contract as there should be a clause with respect to property condition at closing being the same as at time of offer. Property is defined as that which is purchase ie. house, fixtures, landscaping etc.
