mobile home purchase on leased land

Thank you for taking the time to help. My daughter and her husband are interested in purchasing a licensed (not on permanent foundation) mobile home in a park.The land will be leased. Their is no active mortgage on the home as it is fully paid for.The kids agent says that you don't go through the normal escrow because there will a transfer of title??? Instead you go through the department of housing. None of this makes since to me. My husband a I have purchased 5 homes and one of them Was a mobile home on permanent foundation. We paid property taxes instead of license, though. The agent has sold just 2 homes and neither involved the purchase of a mobile home. We are all worried that something doesn't sound right. The kids have asked to speak to her broker and she said No.
We would appreciate any advice

**A: sounds like they really are kids. And the agent is an idiot. Have them arrange a meeting with the agent and the broker.
