Paid buyers for new roof- it hasn't been installed yet

What is the name of your state? Iowa

We sold our prior home last December and as part of the inspection the buyers requested $4,000 for a new roof. We did not agree that a new roof was needed, but ended up paying the money to get the house sold.

It is now 8 months later and we drove by the old house and did not see a new roof installed.

Since we gave them the $4,000 for the new roof, is there any time limit or law that says they have to install a new roof?

You agreed to a $4,000 reduction in price because the buyer thought that the roof would need replacing. Or did you actually give them a check for $4,000? In their opinion, the house was worth $4,000 less because of the condition of the roof.
They are choosing to live with a "defective" roof until they decide to replace it.
There is nothing you can do to get them to install a new roof, until it becomes a building code issue.

**A: if you did not agree in writing to a time frame etc. then you have no say in the matter.
