Please help with basement question?

Hi, I live in MD. My husband never finished the basement and did some recessed lights, we did the floor, and stairs, etc. My kids use it but it is not done. THe problem is he did not get a permit because alot of homes in my neighborhood didnt but he bit off more then he can chew because with his job he just doesnt have time to do it. We wanted to sell. Since the basmeent has not been permited but it is like halfway done. Can we just sell it as "partially finished" to get us out of not having it permitted, or should we just wait till he has time to get the permit and finish the work. The time and money its going to take, it just seems to me we should just take the loss and move on. Its under five years old our home so its kind of considered new but he really messed this up for us? any advice???
I really want to move!

**A: you must disclose the no permit etc. and can sell it unfinished, but must disclose that as well.
