Question about Homeowners' Association.

What is the name of your state (only U.S. law)? Virginia

I am in the process of buying a house in a "Planned Unit Development" with a Homeowners' Association. The HOA says I need to pay them $1500 at closing. $500 for "Transfer Fee", and $1000 for "New Member Fee". This seems very high to me. Can they legally charge me that much, and if so, can the closing on the house be held up by these fees?

You should have gotten these disclosures from the seller before closing (and have the right to rescind).

**A: request HOA docs that require such fees to be paid. If the docs prove as such then yes, they can legally charge for such amounts. And closing will not take place until such fees are paid.
