real estate purchase by non-us citizen

My husband is a citizen of Norway and currently resides there. He would like to buy some property jointly with my son in Galveston, Texas. Could the property be written up as jointly owned on the mortgage contract, (both signatures) since my husband is a non-citizen in the US.

My response: what is your question as there is a purchase contract and then a mortgage?
