Tax Claim Sales

What is the name of your state? PA

At a Tax Claim Upset sale...I know all extra monies collected above the taxes due during the sale are forwarded to the current or just previous owner. If the owners are deceased, no heirs, no attorney has handeled the estate, who gets the "extra" money? The county, the new owner?
