Uncooperative co-owner

My mother(62 years old) and brother (37) own a house together. They weren't able to live together, and consequently have both moved out. Brother is not paying any of the bills, but locks the gates everyday so that mother is unable to get in without bolt cutters. Mom wants to sell it, but brother refuses to cooperate. He's being an a**hole, if you know what I mean. Won't respond to Mom's messages, etc. She wants to sell it before she has to make too many more payments. What are her options? Brother has promised to be as un-helpful as possible.
