If this was court ordered visitation then your son should file contempt of court charges against his ex. He should also file a restraining order against the boyfriend. This may not help him get custody of his child right away but if the mother constantly pulls this, and he reports it EVERY SINGLE TIME, then he has a very good possibility of receiving custody as the courts do not like when a parent withholds a child from another parent.
