    custody of niece

What is the name of your state (only U.S. law)? Mississippi

My sister has just informed me that she know longer wants her daughter. My sister wants me to raise her daughter for her. The father has also agreed that this is best. How do I go about getting some type of custody or guardianship for my niece? Can my sister and the father just give me a notarized letter stating that I have guardianship?
