Does magistrate make the decision in visitation?

Ohio. My husband and his ex are going in front of the magistrate in 1 month for visitation. We would like to know if the magistrate makes the decision or if this is just another attempt for mediation. Please give us any info. that you can so that we can prepare accordingly.
