What is the name of your state? Texas

If a niece wants to appoint an aunt as guardian of her 3 month old child, can this be done? What is involved? Father is unknown at this time.

Aunt is willing to accept all responsibility for the child, financially. Wishes to determine place of residence, make medical decisions, educational decisions, etc.. for this child. Aunt is gay and in a relationship for over 10 years, stable environment, financially secure.

What are the obstacles? Where does she start?

First off you need not tell us of your sexual preference. It dosen't matter one bit, its your personal business. We don't come on here telling everyone we are straight. Because it is not relevant.

Ok if you want to get gaurdian ship of your great neice. I sugest you contact your local clerks office and ask if they have the forms to do this. If they don't you can ask where to get them.
As long as the mom is giving you guardianship, this shouldn't be a problem at all.
you can also look at the Texas web site.
most states have a courts page on ther site and some even have the forms right there to download.

Good Luck,
Beth
