It varies from state to state, so you'd have to look up OH guidelines for Termination of Parental Rights &/or Abandonment. Some states require no contact and no child support for X amount of time...and other states don't count child support as contact. Another variable from state to state is whether you would be allowed to terminate the parent's rights until/unless there was a step-parent willing to adopt.

Check OH statutes online.
