I'm in Texas.

I am wondering if there are resources you can use to make changes to an existing custody arrangement. Specifically, one ex-spouse will not allow the other to speak to the minor child on the telelphone, b/c it's not his designated time. Every other weekend and Wednesday evenings are just not enough for this parent, and he would like to be able to call his son a couple of nights a week. Short of taking the ex-wife back to court, is there some sort of mediation available? Normal courses of action, like courtesy and adult behavior are not working.
