What is the name of your state? Florida
What are the recourses for the custodial parent when non-custodial parent takes child on a visit and does not return the child and then refuses to return the child? The custodial parent does not know where the father lives, only having the father's mailing address.

does the CP have a phone number? file a polce report. the officer can call the NCP and speak to him to get his side of the story. once you file the police report, you file with the courts on an emergency basis for enforcement on returning the child.the order needs to state the police have a responsibility to uphold the order by returning the child. you need to act now and bring this before the court.

you may also consider having all visitation suspended per a judge's order until a new hering is brought before the court. such as for contempt. or modification of visitation.

has NCP done this before?

While Isabella is somewhat right, you cannot necessarily get an ex parte order unless you show that the children are in harm's way. Are the children attending school? If so, go pick up the childen at school. And file in court for a hearing to force father to state his residence's address and for contempt if the order requires he give you that information. File for contempt for him not following visitation depending on how the order is worded.
