What is the name of your state (only U.S. law)? North Carolina

My granddaughter is in primary custody with her paternal grandmother. DSS took child due to physical and sexual abuse. I have secondary custody of the child. DSS says they have custody of her. Why do I not have custody of her??

What do I need to do to get custody of her?
