She wont let fathers family visit son

My friend and his ex wife have been divorced for three years. Their son is 5 years old. Father resides in California due to being in the military, and is shipping off to Iraq in the next coming months. His family (parents, etc) live in Hawaii where his son and ex wife live. She won't let them visit her son. Father is allowed to visit whenever he gets leave, but won't be able to for almost a year. He wants his son to know his side of the family. The boy deserves to know his grandparents. What can he do? Can the ex wife legally keep her son from the fathers family?

Yes, she can choose whomever she wants to be around the child. Where the child goes on dad's time is his business as well. They either need to wait until dad gets back or try to make a good relationship with mom in the meantime.
