Is Social Security Disability Child Support?

What is the name of your state? Maryland

Ex husband is behind in child support. He recently began receiving Social Security Disability Payments per month. The children are also eligible for a portion of these payments supplied through State funding. Are these payments paid by the state considered child support? Or are they separate? Can or should garnished wages be placed on ex's monthly payments for support?

State & Federal Laws prevent certain money from being taken to satisfy judgments or arrears from child support orders.
Disability benefits, SII, PA,Soc. Security,unemployment, Etc.

I'm not sure about weather or not an Order can be made (there are State & federal guidelines) for child support in addition to the child(ren) receiving DI payments from the DI's disability .
