taking parental rights from a prison inmate

I have been remarried for 4 years now and my husband would like to adopt my children, who's ages are 11 & 13. The only problem is my ex-husband is in prison for life and refuses to sign over parental rights. Both of the children want to have the same last name as me and love my new husband dearly, they also call him Dad. They want absolutely nothing to do with thier biological father, but I don't know what kind of options I have at this point.
Can you give me any ideas?

Well I am in a live in relationship with a female , Her son's father is incarcerated 25-life. Beleive it or not he has some rights .
I'm not sure if you can terminate his rights or not .
